The District Membership Chair is a senior volunteer administrative leader within Scouting America. Reporting to the District Committee Chair, this individual is responsible for growing youth membership and establishing new Scouting units (Packs, Troops, Crews, and Ships) across their designated geographic territory.

The Membership Chair leads a dedicated subcommittee of volunteers to analyze community demographics, form partnerships with community organizations, and oversee major seasonal recruitment campaigns.

 

Core Responsibilities

The primary objective of this role is to ensure sustainable year-over-year membership growth through four operational focus areas:

• Recruitment Campaign Management: Plan and execute the district's primary enrollment initiatives, including the high-volume fall and spring Cub Scout "Join Scouting Nights". 

• New Unit Growth: Identify area gaps lacking Scouting programs. Partner with religious, civic, and educational groups to establish new chartered organizations and sponsor new units.

• Arrow of Light-to-Scout Transition: Oversee the transition process to prevent youth from dropping out between Cub Scouting and Scouts BSA. Maintain coordination between Cub Scout Packs and Scouts BSA Troops.

• Unit Retention Support: Monitor local roster data via my.Scouting.org alongside the District Commissioner staff. Identify struggling units showing severe membership drops and intervene with marketing or promotional support before those units fold.

• Liaison to Council: Represent the local district on the broader Council Membership Committee, ensuring that regional assets like flyers, digital marketing, and grant funding are distributed to local units.
